Grounds for the appointment and directions of the use of regional maternity capital: comparative legal analysis

The article is devoted to the analysis of regional maternal (family) capital programs. A review of the legislation of the constituent entities of the Russian Federation was conducted to identify differences in the conditions for receiving payments of regional maternity capital. It was revealed that the programs of the regional maternity capital differ in all possible parameters: according to the order of birth of the child for whom the regional maternity capital is provided, the directions of using the funds of the regional maternity capital, the form of its provision (reimbursement of expenses in certain areas or cash payment), the duration of permanent residence in the region and the size of the regional maternity capital itself.
