The general terminology of legislation on education within the framework of humanization and individualization

The article deals with the bill of the Federal law "On education in the Russian Federation" where education is not only the basic aim-pointing section of the law but turned to have been ousted by the learning process itself. The author reasons the inappropriateness of the term "learner", lowering the teacher's status in legislation acts, the necessity of educational aims and targets relevant to such key problems of the Russian society as building up a national ideology, providing dignified and progressive life of Russia and its citizens.
