Main stages of children's supplementary education development in Russia

The article is concerned with the establishment and development of supplementary education for children in Russia on the example of Karelia. While doing the research, we put the main emphasis on public initiative as the main resource and driving motive of the phenomenon’s establishment and development. We analyzed how the stages of governmental and public management of education as a historical, pedagogical, and social phenomenon correspond with the stages of out-of-school education development in Russia. Results of the analysis helped to specify the essence and the time of origin of the studied cultural and educational phenomenon.
