The ongoing research is attributable to lack of a unified concept connecting the mentality of social processes and the modernization of the Russian society. The objectives are to identify the research consistency and the correlation of concepts such as social vulnerability of the population, mentality and mental barriers, social inclusion. Socially vulnerable population groups include population groups experiencing exclusion which is reflected in limited access to rights, resources, goods, services, or in whose respect there is a risk of social exclusion in the near future without the support of society. Social exclusion is the main criterion for determining social vulnerability. It is divided into two components (situation and condition), which provides a more explicit observation of exclusion indicators and the description of its mechanisms. The main factor of exclusion is the individual's inability to perform labor activity as the latter is both the main source of income for most people, a means of self-actualization and one of the main areas of communication and social relations...
