Basic approaches to assessing the effectiveness of the contract system

The topicality of the research is conditioned by the difference in approaches to assessing the effectiveness of the contract system in the regions of the Russian Federation at the federal level and when implementing public monitoring and control over the expenditure of budget funds. The article is aimed at finding an easy-to-use, informative and universal system for assessing the effectiveness of the contract system, which can be applied as for public control of central and local government procurement, performance of contract managers’ and/or contract services work at all levels of management and for assessing the work of regional and municipal leadership in terms of providing socially necessary needs. We have proposed to use such indicators as reducing the expenditure of budgetary funds, saving budgetary funds, the average number of participants taking part in one purchase, the percentage of completion of schedules, the ratio of the volume of executed and concluded contracts, compliance with legislation and execution discipline for assessing the effectiveness of the contract system. As a result of comparing the existing approaches for assessment of the effectiveness of the Russian contract system, we have identified of a set of efficient estimators, which can be enshrined at the legislative level in the future and used in all entities of the Russian Federation.
