Rural territories of the Russian Federation are a strategic resource, but the insufficient standard of living, sometimes the isolation of rural settlements from modern scientific and technical achievements, insufficient involvement of the rural population in the practices of civil society, poor development of transport infrastructure and means of communication do not allow to realize the potential of rural areas to the full. The characteristics of human potential are the key factors differentiating the population of rural settlements. For optimal development of rural areas, the socio-demographic structure must be balanced with an average level of agricultural production development and sufficiently high employment of the population in private subsidiary farms. The intersection of the territorial and socio-demographic structure of the population of the agricultural sector allows us to judge how the composition of the population differs in relation to different zones of the country, socio-economic types of regions, as well as types of settlements and how individual social and demographic groups are distributed between zones, types of regions, types of settlements. For the influx of people into rural areas, jobs should be expanded, in addition, adequate infrastructure for life should be organized, which will ensure comfortable living conditions for the population, as well as access to public services.
