Fundamentals of the development of public administration of the procedure for the seizure of land for state needs: historical aspect

On the basis of historical material, the author examines the issues of the evolution of the institution of the seizure of land plots for state needs in public administration. The paper notes that in public administration, the procedure for the seizure of land plots for state needs has a centuries-old history associated with the development of land and legal relations. The first mention of the seizure of land plots dates back to Roman law. In Soviet times, land plots were seized that were not burdened with the right of private ownership (due to its absence) for the needs of organizations in order to solve state tasks. After the collapse of the USSR and the new development of the institution of private property, the question of the possibility of seizing land plots, but already privately owned, became acute again.
