Basis of the system approach to the formation of territorial tourism recreational systems (on the example of the Republic of Buryatia)

The authors considered the problem of scientific preparation of the territory in the con-text of solving the issues of development, improvement and activation of tourist and recreational activities. In solving this problem, an invaluable role can be played by the development of theoretical foundations for ensuring the development of the indus-tiy, where the general systemic approach should play a leading role as the basis for compil-ing targeted integrated programs, as well as a cluster approach that allows for public-private partnerships.
