The article discusses modern process of elite formation, its many sources nature, general features of the recruitment and membership formation in the political elites. The author pays special attention to the specific features of the contemporary Russian society, fully dependent from the ruling elite and its decisions, which determines the elite quality as one of the most urgent problems.
