The article notes that at the current stage of the development of the primary education system, the reading disorder is one of the most common problems. The article considers the peculiarities of reading skills' formation in mentally retarded children and normally developing children. It also reveals their psychophysiology, the stages and steps of reading skills' formation, basic conditions and psycho-pedagogical skills of the successful mastering of reading skills. The analysis of scientific literature allowed identifying a number of applied grounds, making the problem of reading skills' formation in mentally retarded children topical.
