Peculiarities of factional activities of the parliaments of the countries of the post-Soviet space: a comparative legal analysis

The scientific article under consideration is devoted to the issue of a comparative legal analysis of the legislative approach to regulating the formation and activities of political party factions in the parliaments (chambers of parliaments) of the post-Soviet countries. The relevance of the work is due to the fact that the development of national legislation requires a comprehensive analysis of the experience of factions in the parliaments (chambers of parliaments) of countries with a similar history and legal system. The study uses the method of comparative analysis. Parliamentary factions act as the object of research. The subject of the study is the peculiarity of the factional activity of parliaments (chambers of parliaments) of some countries of the post-Soviet space. As a result of the comparative legal analysis, the most common shortcomings and gaps in the legal acts regulating the activities of parliamentary factions in the countries considered in the article were identified. In the course of the study, the author noted the expediency of adopting a special law on factions, which would contribute to raising the level of legal regulation of the activities of the parliamentary body in question. In addition, based on the results of the study, the need for legislative differentiation of the forms of activity of political parties into public-legal and state-legal ones was indicated. The results of the study can be applied in theoretical and practical activities to improve the quality of the factional functioning of the parliaments (chambers of parliaments) of the studied post-Soviet countries.
