The specifics of the functioning of energy marketing companies in the framework of the wholesale electricity market in Russia

The article describes the specifics of the functioning of energy marketing organizationswithin the economic space of the wholesale electricity (capacity) market operating in the RussianFederation. The authors present the reasons for the low importance of energy marketing activitiesin the regional subsidiaries of the existing state monopoly Russian Joint Stock Company UnitedEnergy System of Russia (hereinafter referred to as RAO UES of Russia), including theshortcomings of the regulatory framework that allows for the collection of debts for electric andthermal energy, the economic downturn that occurred in the country, which caused problems withelectricity payments from all consumer groups, the lack of a significant number of levers toimpose restrictions on the supply of energy resources in case of non-payment for their use, and etc. The materials also present the functions of energy marketing activities that have gained importanceafter the reform of RAO UES of Russia, including: the allocation of energy marketing organizationsas a separate type of energy activity, increasing the importance of energy marketing business interms of the rhythmic collection of payments and the distribution of financial resources amongnumerous participants in energy supply processes, etc. The article presents current requirementsfor electric power industry entities to obtain the status of participants in the wholesale electricityand capacity market in Russia, as well as clarifications of the specifics of each requirement. Thearticle presents a list of subjects of the electric power industry with which energy marketingcompanies interact in the process of operating in the wholesale electricity market, and describesthe activities of each subject, including references to the state regulatory legal acts of the RussianFederation in the field of regulation of the electric power industry. The theoretical results presentedin the materials of the article can be useful in practical activities for employees of energy marketingcompanies, as well as executive authorities in the field of regulating the activities of Russianenergy marketing companies and other subjects of the electric power industry.
