The article is devoted to the comparison of the features of urban planning regulation of human settlements within the specially protected natural areas of Belarus, Estonia and Lithuania bordering the specially protected natural territories of the North-Western macroregion of Russia. A separate aspect is the study of various requirements for urban planning and economic in settlements in national parks using the example of the Curonian Spit. The study highlights the differences in the legal regimes of the national parks of Russia and Lithuania, emphasizing that Russian parks have a stricter protection regime, while Lithuanian parks focus on preserving heritage for tourism growth. In conclusion, the importance of international cooperation in the management of transboundary specially protected natural areas and the need for sustainable development of natural areas, taking into account both environmental and social factors, are noted.
