Features of Constitutional and Legal Regulation of Local Self-Government in the Russian Federation

The article examines the specifics of the organization and functioning of local self-government during the development of the Russian state after the adoption of the Constitution of the Russian Federation in 1993 and before the new stage of municipal reform, pays attention to issues of interaction between state and municipal authorities, and takes into account the latest legislative innovations. Materials and Methods: the provisions of the Constitution of the Russian Federation of 1993, Federal Law No. 154-FZ of August 28, 1995 "On the General Principles of the Organization of Local Self-Government in the Russian Federation"; Federal Law No. 131-FZ of October 6, 2003 "On the General Principles of the Organization of Local Self-Government in the Russian Federation", Federal Law of March 20, 2025 No. 33-FZ "On the general principles of the organization of local self-government in the unified system of public Authority." The theoretical and methodological basis of the research was the work of scientists and specialists in the field of constitutional law and municipal law. The methodological basis of the research was a systematic approach, a general dialectical method of scientific knowledge, as well as comparative legal and historical-legal research methods. Results: the results of the study are to identify the features of the phased reform of the local government system, to analyze the provisions of the new Federal Law regulating the constitutional and legal status of local authorities, which comes into force on June 19, 2025. Discussion and Conclusions: the authors draw conclusions about a significant change in the principles of organization and functioning of the system of local self-government bodies, depending on the implementation of constitutional reforms, and about the continuation of the process of forming an effectively functioning system of local government in the Russian state, which is determined by the latest changes in national legislation related to the adoption of a new Law on the Institution of Local Self-Government.
