The Institute of Local Councils functioned in the Soviet state for the entire period of its existence (1917-1991). At the same time, the status of local authorities, which was in the general vertical of state power, was adjusted over time, which reflected various stages of socialist construction, and was reflected both in constitutional acts and in the current legislation. The article discusses the features of the regulatory regulation of the activities of local councils of the deputies of workers (in the terminology of the then existing Constitution of the USSR in 1936) during the period of the so-called "stagnation", the countdown of which is usually associated with the advent of the new head of the Soviet state L.I. Brezhnev (1964) and ends with the beginning of the Gorbachev “Perestroika” (1985-1991). However, the author narrows this period until the end of the 1960s. Until the early 1970s, given that it was within the framework of the chronological periods that the most important legislative acts were adopted in the field of functioning of local councils of workers. The analysis of the relevant laws of the union and republican (union) levels, the solutions of the structures of the monopoline ruling CPSU, as well as the scientific works in which the stated topic is addressed .. It is noted that the laws on local councils of the working people were at the system level and regulated the main aspects of the main aspects in sufficient detail. which constituted the subject of the activities of local councils of workers; The adjustment concerned, in particular, the expansion of the powers that the local councils of the working people had. The then created legal framework in this area of social relations basically had the power almost before the collapse of the USSR, which consists in their significance.
