Features of the Merger of Medical Institutions during the Healthcare Reform of 1947-1952 (on the Example of the Pirogov Central Hospital of Kuibyshev)

The author analyzes the impact of reforms carried out in the health care sector in 1947-1952 on the specifi cs and quality of the public health care system during the period of reform implementation. The most important part of the reforms was the process of merging inpatient and outpatient medical institutions with the aim of improving the quality of the latter’s work. The problem of implementing this reform is examined using the example of the Pirogov Central Hospital, which, fi rstly, was the largest healthcare institution in Kuibyshev, and secondly, was located close to the central part of the city, which gave rise to certain specifi c features associated with the merger of this hospital with outpatient institutions. As a result of the study, the author came to conclusion that the initial results of the reform were ambiguous and did not fully refl ect the intentions of E.I. Smirnov.
