The paper considers the specifics of organizing the activities of negotiating groups with persons who carry out illegal actions in the event of emergency circumstances at the facilities of the penal enforcement system. The analysis of the reasons influencing the low efficiency of the negotiation process in the event of mass riots and hostage-taking is carried out. Approaches to the development of a methodology for supporting managerial decision-making on the management of the grouping of forces and means of a territorial body and an institution of the penal enforcement system in the event of emergency circumstances are proposed.
