The article is devoted to the study of the features of the organization of the model of an integrated system for the development of the non-state sector in the field of social services in the Donetsk People's Republic (DPR). The organization of this model is proposed by regulation of the existing social programs (projects), first of all by reducing their number, as well as maximal integration within several program-platforms of all present general and targeted social assistance programs. The study revealed that today in the DPR in public institutions social services are provided free of charge, and the programs in them are targeted, allowing us to conclude that the social services sector as a whole is characterized as accessible to the citizens of the DPR. However, due to the economic instability, in was taken into account that in the conditions of instability there is a risk of such services becoming limited for certain categories of the population in terms of lack of funding. The interpretation of the obtained results and the possibilities of their use is important in making management decisions, both in public authorities and in institutions of the non-state sector of the Donetsk People's Republic, contributing to the development of the system of social protection of the population as a whole.
