The health sector is a fundamental system through which human potential is largely formed and reproduced, and human health is its most important element. Demographic, social and health factors in the development of territories, their life support systems depend on the organization of activities and the optimal equipment of medical institutions. The relevance of the study is due to the fact that the main problem of modern health care is to ensure the availability and quality of medical services, taking into account the limited financial and human resources, changes in the demographic structure (population aging), as well as environmental degradation. For the full functioning of medical institutions, it is necessary to solve problems related to ensuring the quality of medical care as one of the most important criteria of a developed social society. Quality assurance in healthcare requires effective management of the functioning of the entire system.
