This article discusses the conceptual framework of one of the gro unds for termination of employment with an employee on the initiative of the employer dismissal due to a headcount reduction or staff of employees. The content and signs of the concepts of « headcount reduction » and « staff reduction » are revealed. Attenti on is drawn to the fact that in the labor legislation there are no legal definitions of the concepts of « headcount reduction » and « staff reduction » . It is emphasized that the absence of legal definitions of the concepts of « headcount reduction » and « staff reduction » in practice leads to a misunderstanding of the meaning of these concepts and, as a result, generates errors in dismissal of an employee and can serve as a basis for declaring such actions illegal. An author's interpretation of the concepts of « h eadcount reduction » and « staff reduction » is proposed.
