Features of attracting compatriots in the legislation of the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan

The article considers the possibility of increasing the population of Russia, Belarus, and Kazakhstan by attracting compatriots living abroad for permanent residence in these states. Repatriation or the process of returning to a particular state of persons who find themselves and live in other countries is one of the most important and relevant phenomenon for many developed countries with ethnographic identity, including Russia, Belarus and Kazakhstan. The permanent population decrease in Russia and Belarus makes the states compensate their losses by bringing in migrants, including the relocation to their territories of compatriots from abroad, in defining migrants preferential conditions of resettlement, providing financial and organizational government assistance. Kazakhstan seeks to increase the ethnic population of the Kazakhs and also builds migration policy on the active involvement of compatriots from other countries. The author analyzes some provisions of the current migration legislation of these states in terms of attracting compatriots for permanent residence in their territories. The proposals aimed at a possible increase in the attractiveness of Russia for compatriots abroad are made to the legislative bodies.
