In the conditions when science is an important part of the socio-economic development of modern society, determining its progress, a scientific community becomes an important element of the social structure of society. The social functions of science are constantly increasing and the sphere of its influence on the Russian society is constantly expanding. The study of the features of a regional scientific community as a subject of scientific activity allows us to clarify the social status of science. The main sustainable feature of the development of regional scientific communities in Russia remains the centralization of scientific and intellectual potential in the capital and its uneven distribution across the regions. Being on the periphery of scientific research is the reason for the lagging behind of scientific communities in the region within the framework of mastering urgent problems and timely receiving scientific information. However, the indicated drawback is capable of generating advantages: the need to overcome the regional inequality helps to mobilize the scientific potential of the region and increase the additional resources of a regional scientific community.
