Peculiarities of the regulation and practice of construction of energy facilities by foreign companies in the Republic of Belarus

The article notes that the development of energy relations in general and relations in the field of design, construction, modernization and maintenance of energy facilities, in particular, affects the very system of Belarusian law. It is emphasized that an important trend is the improvement of the legislative framework for the creation and operation of energy facilities for RES-based generation. Taking into account the special role of strategic partnership between the Russian Federation and the Republic of Belarus, the author makes a number of conclusions and proposals, including: 1) to develop and develop a new Union Program, providing for such a main direction of Union construction as harmonization of legal approaches and comprehensive development of cooperation in the field of design, construction, modernization and operation of energy facilities; 2) in jointly prepared and adopted documents to provide for detailed provisions that contribute to strengthening cooperation in the field of design, construction, modernization and operation of energy facilities and the providing mechanisms to counteract hostile actions and sanctions pressure of third countries aimed at impeding joint activities of Russian and Belarusian companies; 3) in the context of modern challenges and threats, it is essential to develop comprehensive cooperation on the joint development and implementation of the most effective mechanisms and technologies to ensure the safety of energy facilities, primarily nuclear power facilities, which should be laid down at the design stages of their development.
