Features of the development of organized ICT cluster in Perm krai

The topical issue of the article is the development of information and communication technologies cluster in Perm region, taking into account the meaning of the word “cluster” as an instrument of the territory competitiveness improvement. The researcher gives theoretical background for the effective organization of the competitive cluster and the life cycle of the cluster.
