"Special zones" as mechanisms of socio-economic development of the constituent entities of the Russian Federation

The article reveals the types of “special zones” that can be created within the territories of the Russian Federation. According to the law, the purpose of creating “special zones” is acceleration of socio-economic development of the constituent entity of the Russian Federation through establishing a special mode of business activity. The author reveals in detail such zones: a special economic zone; zones of territorial development; a priority social and economic development area; the free port of Vladivostok. It is noted that the adoption of Federal laws regulating a particular “special zone” was preceded by various strategies, concepts and forecasts of socio-economic development of the Russian Federation. The paper considers the practice of functioning of some “special zones”, and analyzes law enforcement activities of the Prosecutor's office to identify significant violations in this area. The analysis of the current legislation leads to the conclusion that the global goal of all zones is the same - to attract investments to the region, support socio-economic development of the Russian Federation. As a result, all this will entail the economic growth necessary to ensure a decent living standard for the population.
