From reactive to proactive public management in the age of digital transformation

Introduction: the transition from reactive to proactive public management dictates working out new approaches to the provision of public services, the possible introduction of a social rating system and the use of artificial intelligence to optimize management processes. Objectives: to analyze the aspects and consequences of the transition to a proactive model of public administration in the context of digital transformation. The focus is on efficiency and quality of governance while taking proactive measures. Methods: based on interdisciplinary approach, the study used methods of comparative analysis, synthesis of information and expert assessments. Results: the study revealed the potential benefits of proactive management, such as increasing the efficiency of government agencies, improving interaction with citizens, and increasing public trust in the authorities. However, risks related to data confidentiality and possible loss of privacy have been also identified. Conclusions: the transition to a proactive management model is a necessary condition for ensuring competitiveness and sustainable development of the state in the modern world.
