Russian shipbuilding is suffering from the very unusual malady hyperfunding crisis. The phenomenon commenced from the abolition of rigid administrative system due to "pere-stroika". The industry crumbled into atomized bulk of firms. Best part was merged into state-owned holding group United Shipbuilding Corporation. Nowadays a situation in russian shipbuilding may be described as an interplay between monopoly and monopsony. Hence, prices and earnings are growing, but real output is endured stagnation. Authors suggested alternative approach to get over crisis named branch management conception. It is based on new mission treating evolved into matrix, containing 15 key indicators. They are grouped in three levels: general outcome potential, efficiency. Proposed as proper implement for measurement general outcome method based on compensated tonnage principle but encompasses not only commercial vessels, but warships too. Propounded the foundation of independent expert and analytical center as counterbalance for destructive trends in management.
