Performance Parameters of Parallel Import

Parallel imports are a necessary measure of state economic policy under unprecedented sanctions pressure, exerting both positive and negative effects on the economy. Administrative and quantitative performance indicators for parallel imports are defined. Adherence to these indicators minimizes (prevents) their negative impact on the economy and ensures a gradual phase-out of parallel imports. In this context, an analysis of the degree of substitution of parallel imports with domestically produced goods and goods imported through a switch to supplies from friendly countries is of fundamental importance. It is argued that in modern Russia, which is aiming to attain technological sovereignty, parallel imports should serve as a temporary tool to support industrial production of domestic goods. It has been established that the observed positive trend of decreasing volumes of parallel imports is accompanied by either uneven or decreasing dynamics of the production index for most sectors of Russian industry, against the backdrop of an increasing presence of goods from other countries on the Russian domestic market, including through parallel imports, which is inconsistent with the country’s development goals at the present stage and requires the adoption of measures aimed at balanced development and increasing the efficiency of the Russian economy.
