Passive voting right of women: issues of formation in foreign countries and soviet Russia

Based on the analysis of scientific and statistical data in the historical and legal context, global trends in the development of passive suffrage for women are traced. The study of legislative and parliamentary practice in foreign countries made it possible to evaluate the effectiveness of measures in the field of implementing passive suffrage by female persons in foreign countries. The right of women to run for elected positions in government bodies first appeared in Russia in 1918. From that date on, it received its stable legislative consolidation and has been constantly developing throughout each stage of our country's existence. The authors analyze measures to ensure gender parity in the countries that are leading in the ranking of women's representation, and identify factors necessary for the effective implementation of women's passive suffrage.
