The article is devoted to the description of practical steps to open the first preschool institutions in Russia. The focus is on the disclosure of practical pedagogical activities and little-known facts of the biographies of the creators of the first kindergarten Sofia Andreevna Lugebil (1824-1914) and Karl Yakimovich Lugebil (1830-1887/1888). The importance of their efforts to open the first Russian kindergarten on September 27, 1863 is shown. The memoirs of contemporaries are given (E. N. Vodovozova, Sovremennik magazine), as well as former students of the private gymnasium K. I. May, in which S. A. Lugebil worked (A. N. Benois, I. V. Petrashen). The first steps in the organization of preschool education in Russia (A. S. Simonovich, P. K. Zadler, Froebel societies and Froebel courses, K.A. Luppova) and abroad (R. Owen, D. Buchanan, F. Froebel) are characterized. The participation of the Lugebil spouses in the work of the first Russian Pedagogical Society, where their colleagues were P. G. Redkin, K. D. Ushinsky, M. I. Kosinsky, A. S. Voronov and other famous figures of Russian education, is shown.
