The article presents an educational model for development of general cultural competency of law-enforcement officials of Russia. This model include motivational, cognitive and formative stages, which presuppose, respectively, identification of the content of a set of general cultural competencies provided for by state standards; performance of two propaedeutic problem tasks. The article focuses on the most problematic issues of developing these competencies: the problem of world outlook, the problem of human interaction with nature, the problem of building a rule-of-law state and a civil society. We justify the creative approach to implementation of federal state standards in the process of training law enforcement officials. Experimental training has been provided with psychological support, application of the principle of complementarity and transpersonal psychology. Psychological support is reflected in actualizing the intellectual potential of cadets of higher educational institutions of The Ministry of Internal Affairs of the Russian Federation for independent overcoming of obstacles.
