The administration experience and the adoption of innovative educational structure «Small Academy of Public Administration» into social and pedagogical environment of a university is considered. The structure meets the goal of students projecting culture formation. Methods and forms of the organization of university social and pedagogical space actualize the application of environmental approach in pedagogy. The novelty of the conducted research work is proved by the problems which are new for general pedagogy.
