Penitentiary factors in the context of prevention of repeat offending: foreign experience

Reasons of post-penitentiary recidivism are connected not only with the problems of correction of convicts, but with a number of other factors that determine the risk of recidivism of the persons released.Pluralistic approach of foreign researchers to «atypical» factors of penitentiary reality revealed that the size of a correctional institution and its design features are able to demonstrate prison crisis and the liquidity of demand for imprisonment as well.Analyses of modern criminological scientific literature revealed that the concept of «rapid-build prison» is the manifestation of «new penology» strategy. This strategy suggests the building of correctional institution according to the project reflecting as much as possible the existing national interests in providing internal and externa criminological, ecological and sanitary security of the prison complex, economic profitability and realization of international penitentiary standards of detention of convicts.It was concluded that in terms of increasing of polystructural character and multimode system of national correctional institutions in reforming the penal executive system and aiming at optimization of post- penitentiary crime prevention we are to take into account all the penitentiary factors.
