Transfer of public property to trust management

The article reveals and analyzes the theoretical aspects and principles of a state property management, as well as identified problems of university property‘s possession, use and disposal. In the system of economic relations state property is shown as form of ownership, which goal is a nationwide appropriation, that is isolated from the properties of other organizations and citizens. Ownership is the key institution for the effective or inefficient functioning of any system, and the higher education system is no exception to this rule.
