Negotiating skills and competence: to relationship of concepts

The main theme of paper is the investigation of meaning and using of words competence and the competency. The actuality of theme is explained for active using these notions in Russian jus documents and scientific works of Russian and foreign authors though there is no terminology investigation this words (this is problem of object). For real time there is no correct differentiation in terminology of these words. The aim of work is analytical competition meaning of this words in dissertational investigations, in scientific works of Russian and foreign authors, in jus documents for higher professional education, second professional education, elementary professional education in Russian Federation. As results of conducted analytical investigation were defined: word competence mean “power, whole set of habits, operations” and word competence mean “quality characteristic of specialist, together with complex of knowledges, skills, operations”. Analyzing using and meaning of words competence and the competence we have result about relationship these words: competence is the part of competence. Newness of work is in fact of first comparative investigation these words, conducted in jus documents and scientific works.
