Transition to electronic personnel documents: realities and prospects

The article is devoted to the current issue of the transition to electronic personnel documents in the framework of the national program «Digital Economy of the Russian Federation». The authors analyze the legal, organizational conditions and prospects for the use of electronic documents in personnel records management, as well as the willingness of the economically active population of the Russian Federation to accept these changes. The article considers the possibility of concluding an employment contract and applying a pay slip in electronic form. Particular attention is paid to the translation of a work book from traditional paper to electronic format: the benefits for the state, employee and employer are identified, the difficulties and risks of maintaining an electronic work book are identified. The conclusion is drawn about the need for serious preparatory work of a regulatory, organizational, technical and informational nature, in which all subjects of social and labor relations should be involved.
