Transition of educational organizations of physical culture and sport into offline form as a tool to improve staff satisfaction

Currently, one of the priorities of the education system reform is the transfer of budgetary educational institutions in an autonomous form. This will improve the quality of educational institutions. New form of education in educational organizations of sports orientation related to additional education, will be beneficial to improve the efficiency of public spending and improve the quality of services provided. Nevertheless, the need to transfer the budget organizations of physical culture and sport into autonomous ones is not effective enough, since the model of this transformation has not been fully developed. The current need for effective use of financial, human and material resources is not sufficiently satisfied in the management system of the organization of physical culture and sports. This article is an attempt to solve these problems by building a model of the transfer of budgetary education organization in an autonomous form, necessary to improve the efficiency of the organization and increase the academic staff and employees satisfaction of the changes taking place in the organization. To determine the degree of academic staff satisfaction with the changes in the organization in the process of translating it into an autonomous form, the methods of scientific literature review, modeling, questionnaires, statistical data processing were used. The theoretical significance of the study is a transformation model of budgetary educational organizations of physical culture and sports in autonomous institutions. The practical significance of the study is that the developed stages of transformation of budgetary educational organizations of physical culture and sports in autonomous institutions can be used for other organizations, in the development of programs, strategic plans, management decisions in municipalities.
