Prospects for the development of the incentives’ potential as a legal means of regulating the sphere of application of hire labour

The article is devoted to the development of a concept for a more complete use of the potential of incentives as a legal means of regulating the sphere of application of hired labour. It is substantiated that the procedural aspects of applying incentive measures to employees, as well as specific criteria for their application, should be clearly stated in a local regulatory act. It is proposed to legislate the relevant requirements for local regulations governing employee incentives. In order to rationally use the potential of incentives as a legal means of regulating the scope of application of hired labour, legislative consolidation of a number of incentive norms for employers has been proposed.
