Payment for the use of lands in public ownership, without their provision to legal entities or individuals and the establishment of easements

The article examines the approaches developed by the authorized federal executive authority, the highest judicial authorities and in the legal literature to the issue of the compensatory use of land or land plots in state or municipal ownership for the placement of non-stationary commercial objects, advertising structures, as well as objects, the types of which are established by the Government of the Russian Federation. The study made it possible to identify a number of problems and formulate proposals for improving legislation.
