Training of personnel in conditions of their shortage

In the Russian Federation, there is a significant shortage of personnel, an important way to reduce it is through training. That is why their training in conditions of personnel shortage seems to be an urgent problem. The purpose of the article is to consider the shortage of personnel and its reduction due to their training. The object of the research is the training of personnel at different levels of education - in schools, institutions of secondary vocational and higher education. Research methods such as statistical method, comparison, analysis and synthesis, deduction and induction are used. In the course of the study, the following results were obtained. The Address of the President of the Russian Federation to the Federal Assembly on February 29, 2024, the State Plan for the Training of Management Personnel for Organizations of the National Economy, statistical data on the number of required workers for vacant jobs, on the unfair gap in the level of salaries of teachers and doctors in the regions were used. Measures for the training of personnel in school, secondary specialized and higher education, the experience of some regions in monetary payments to the winners of Olympiads, schoolchildren who successfully passed the Unified State Exam, who received medals for their studies are shown. The importance of teachers, doctors, nurses, paramedics, cultural workers of the programs «Zemsky Teacher», «Zemsky Doctor», «Zemsky Paramedic», «Zemsky Cultural Worker» for moving to rural areas and small towns, for the training of personnel for free retraining and additional professional education, the competition «Leaders of Russia», the creation of a special personnel program «Time of Heroes» is shown. The main conclusion is that in order to reduce the shortage of personnel, it is necessary to increase wages, train personnel, increase labor productivity, reduce the number of employees through the introduction of modern technology, attract qualified foreign workers, and prepare labor migrants in their countries of residence for their arrival in Russia with partners. A review of domestic literature makes it possible to note that there is a very large number of published works devoted to the analysis of various aspects of the personnel problem. These are, first of all, numerous publications on the labor market, employment, unemployment, personnel management, training of workers for various sectors of the economy, middle and higher level personnel in educational institutions of secondary vocational and higher education.
