The problem of animal cruelty is not new to human society, but in recent times it has acquired a special status because of its extreme prevalence in the world. It can be assumed that humans consider themselves to be the most important creature on the planet, hence they allow themselves to be cruel to animals, often in a hidden form. The majority of Russian society has never thought about the aspects of animal keeping in a circus, zoo or aquarium, nor even mentally questioned the number of hunting victims. All this implicitly demonstrates modern mankind's indifference to the creatures around them; its potential readiness to do them harm. The paper looks at another, no less socially dangerous, passive attitude of citizens, when people, even if they are aware of the problem, do not take any action to remedy it. Measures to eradicate cruelty to animals are formulated based on the legislative regulation of relations in the field of animal treatment and the application of the principles of humanity by every individual in society.
