Powers of Local Self-Government Bodies in Closed Territorial Formations: Special Mode of Operation

In Russian legislation, the powers of local self–government bodies (hereinafter referred to as LMS) in closed territorial entities are regulated by basic and specialized regulatory legal acts. The article highlights the peculiarities of the organization of public authority and local self-government in certain territories. The possibility of a functioning regime for public authorities of all three levels in special closed-type territories has been identified. Materials and methods: the research materials were normative legal acts, arguments of scientific researchers, empirical materials on the topic being sought. General scientific and private scientific methods of scientific cognition were used. Results: a three-level model of interaction between public authorities has been established, which is predetermined in the very definition of a "closed administrative-territorial entity" (hereinafter referred to as the BUT). Discussion and conclusion: the author's position concerning the preservation of the jurisdiction of a municipal entity (urban district) in special territories of a closed type is presented.
