Powers of local self-government bodies for public protection: to be or not to be?

Throughout the entire period after the collapse of the USSR in 1991 and the introduction of the institution of local self-government in Russia (in the same 1991), the content and legal regulation of the powers of local self-government bodies in the field of public order protection remains unresolved (this function is provided both the Constitution of Russia and the federal law on local self-government). The article presents the author’s vision for solving this problem, for which the relevant regulatory legal acts, scientific papers on the stated topic are analyzed, and the existing practice is generalized.
