The Supreme Council of the Kirghiz SSR was the highest organ of state power in Soviet Kyrgyzstan; its status was determined by the fundamental law of the state - the Constitution. More precisely, this body was created on the basis of the Constitution of the Kirghiz SSR, adopted at the V Congress of the Kirghiz SSR, which was convened on March 20-23, 1937. Historical analysis of the process of creation of the Supreme Council of the Kirghiz SSR, its Presidium, its place and powers in the system of public administration are one of the most pressing issues today. Because it was at this time that the foundations of Kyrgyz parliamentarism were laid. As we all know, with the adoption of the new Constitution of the Soviet Union in 1936, Kyrgyzstan was transformed from an autonomous republic into an equal Kirghiz Soviet Socialist Republic. The powers of the parliament of the Kyrgyz SSR were exercised by a new body created in accordance with the new Constitution of the Kyrgyz SSR - the directly elected unicameral Supreme Council. On June 24, 1938, elections were held for the Supreme Council, which was convened on July 18 of the same year for its first meeting and operated until the beginning of September 1994. This is a very long era and an important stage in the history of our state. The Supreme Council of the Kirghiz SSR, with its activities over this half-century period, left a noticeable mark on the formation of the Kyrgyz statehood. He made a huge contribution to the creation of socio-economic and cultural achievements of Kyrgyzstan during the Soviet era. In order to give an objective assessment of the activities of the Supreme Council and its governing body, the Presidium, in the history of Kyrgyzstan, it is necessary to conduct a historical analysis, paying particular attention to its powers. The article analyzes the place and powers of the Presidium of the Supreme Council of the Kyrgyz SSR in the system of state power.
