The procedure for the development, adoption, action, amendment and termination of federal laws as typical regulatory legal acts

The article defines the forms (types) of typical regulatory legal acts of federal government bodies. It presents the legal regulation of the development, adoption, action, amendment and termination of federal constitutional laws and federal laws. The experience of neighbouring countries (States of the former Soviet Union) on this issue is considered. The draft laws regulating the issue of issuing regulatory legal acts, doctrinal provisions, and opinions of government officials on this issue are analyzed. Possible reasons for the non-adoption of the «law on laws» in the Russian Federation are identified. The conclusion is argued that the regulation of the procedure for the development, adoption, operation, amendment and termination of federal constitutional laws and federal laws as typical normative legal acts in a single law «On Regulatory Legal Acts of the Russian Federation» would contribute to ensuring legality, protecting human and civil rights and freedoms, unifying the regulatory activities of authorized entities, and other aspects.
