Portfolio approach in public management of projects and programs of scientific and technological development of Russia

Ensuring scientific and technological leadership of the Russian Federation requires coordinated management of a number of projects and programs at the federal and regional levels. This article proves the feasibility of using the portfolio approach toolkit to reduce the time it takes to achieve national priorities while using resources most efficiently. The methods and techniques of the portfolio approach used in managing technology development and performing research and development work are considered. A model of technology management is proposed based on their compliance with strategic goals, expected results, the probability of obtaining them, as well as the interrelation of technologies, which allows choosing not only the optimal project portfolio, but also determining the start time of financing and providing information support for the portfolio management process to state and municipal government bodies.
