The dynamics of international relations is investigated. The features of social life, inherent in both emerging trends and the transitional state are analysed. In this process on the basis of the unity of the logical and historical, methods of comparative study, analysis and forecasting are used. It is shown that on a global scale the prerequisites for a cardinal change in the internal and external life of society have accumulated, the delay in the realizing of which is fraught with increased conflict and irrationalism. In particular, terrorism is also seen through the prism of a post-global increase in transitional crisis. At the same time, the moment of forced transformations, both global and private, increases the role of both leaders and socio-political institutions in determining long-term trends for further development. Understanding of their responsibility for the fate of peoples is extremely differentiated.
