Improving the Anti-Corruption Culture of Students of Educational Organizations in the System of the Russian Ministry of Internal Affairs

Introduction. In a law-governed state the issue of combating corruption offenses and crimes is acute. The relevance of the study is determined by the simultaneous enforcement of a number of several legislative acts on the territory of the Russian Federation. The National Anti-Corruption Plan for 2021–2024 deserves great attention, which obliges the Ministry of Education to carry out work on introducing provisions in the federal state educational standards that “provide for the formation of an intolerant attitude towards corrupt behavior among students, and in professional activities — a readiness to contribute to the suppression of such behavior". The authors set the problem of increasing the anti-corruption culture of students of educational organizations in the system of the Russian Ministry of Internal Affairs. Materials and Methods. System, dialectical, comparative and interdisciplinary approaches of scientific cognition are employed. Monitoring information resources (including official websites of higher educational institutions in the system of the Russian Ministry of Internal Affairs) was carried out with regard to the subject of the study. Theoretical and practical works in the field of increasing the level of cadets’ and trainees’ anti-corruption culture are analyzed. Based on the practical experience, traditional and informational methods of forming intolerance to manifestations of corruption and corruption in general are proposed. Results and Discussion. The anti-corruption culture of students of educational organizations in the system of the Russian Ministry of Internal Affairs also includes anti-corruption behavior. In this regard, traditional and informational methods of improving the anti-corruption culture through the formation of anti-corruption behavior are considered. In order to ensure the most effective activity of the teaching staff of these organizations in improving the anti-corruption culture of students, it is proposed to develop and introduce special anti-corruption disciplines at the chairs, as well as to use of information resources of the system of the Russian Ministry of Internal Affairs with continuous access to them. Conclusions. The paper formulates the ways to optimize the formation of anti-corruption behavior and increasing the anti-corruption culture of students of educational organizations in the system of the Russian Ministry of Internal Affairs in modern reality.
