Practice of applying measures of procedural compulsion in administrative proceedings

This article discusses the problem of implementing procedural enforcement measures in administrative proceedings, which are related to the fact that the presiding judge has the right to choose what measure to apply to a particular offender, but it is not clear how exactly he justifies and motivates his decision. In the course of consideration of this topic, we have conducted research that shows the fact that measures of procedural coercion are justified, but in some cases they are not practical, because even after the imposition of a fine, the offender continued to commit illegal actions in the courtroom.
