Law as a type of social interaction: problems of low efficiency of information and legal communication

The notion of lawmaking as a unilateral act is a traditional notion of classical jurisprudence. In this paper, the mechanism of legal influence is considered as a two-way informational mass communication, which makes it possible to apply to the study of law “non-core” methods for legal sciences that provide a quick and accurate assessment of the real effectiveness of information impact. Such methods, in particular, include the “five-question Lasswell model” (a method of sociology, political science and the theory of mass communications), the Shannon – Weaver theory, the Vorontsov model, the verification method (the method of communication theory, cybernetics) and many others. This paper argues that without taking into account the general and special capabilities of the target audience of regulatory legal acts, successful legal regulation is impossible. The current quality of the main codified sources of modern Russia is assessed as non-working due to their catastrophic instability, extreme complexity and completely excessive volume, which gives rise to a forced refusal of legal information consumers to use the law and its replacement with other ways of social adaptation and orientation.
